Justification: This whole stretch of land (Savannah) we've settled on by the river is very clearly defined by a river and a biome, so I'm claiming it for GFEW.

Note: Yellow is a no-town development zone but not soverign territory

Yellow on the left is part of the villager reservation, already no town territory
